You opened ads.telegram.org, saw the entry terms written for large advertisers and closed the tab. A week later a competitor from your own city is running an ad under the posts in the channels you read. They did not become a big brand. They just walked in through a different door.

Telegram Ads works differently from Meta or TikTok ads: a short text instead of a creative, payment per impression only, and a moderation rulebook that rejects half of all first-time ads. In return, people read your ad inside the channel feed instead of swiping past it in Stories, and in markets where Telegram is the main messenger it is the only ad system living inside the app.

What the ad looks like and where it shows

A Telegram ad is up to 160 characters of text, a title with your logo and one button. It appears at the bottom of the feed in public channels with 1,000+ subscribers and inside bot chats. Telegram Premium users never see ads, so the most affluent slice of the audience is excluded.

Where the button can lead:

  • To a channel. The classic and cheapest outcome: one tap to subscribe without leaving Telegram.
  • To a bot. Booking, catalog, lead magnet. For local businesses this often outperforms a channel. More in the guide to Telegram bots for business.
  • To a website. Added later than the other formats and not available in every account type. Costs more than a subscription but produces leads right away.

How to get in without an enterprise budget

Direct access for large advertisers historically required a budget in the millions of euros. In 2024 Telegram opened a self-serve account paid in TON for most countries: you register, top up in crypto and launch a campaign from a modest amount. Some markets, Russia among them, are not covered by that path and run through resellers.

Entry routeThresholdWhat you getWhat you give up
Direct account paid in TONSmall amounts, paid in cryptoFull control, no middleman feeYou need a wallet and crypto payments, no invoices for accounting
Reseller (local ad platforms and agencies holding a direct account)From a few hundred euros, often €500Local currency, invoices, sometimes help with moderation15–20% commission plus VAT, money sits on the reseller’s balance

For a first test a small business needs €300–500 of net ad budget: enough to try three or four copy variants and several channel sets.

Targeting: channels, topics and interests

Telegram does not know your age or income the way Meta does. It knows which channels you read, in which language and from which country. That gives three ways to aim an ad:

  1. Specific channels. You list the channels where the ad should appear: a marketing course in marketing channels, a food delivery in the city channels of Dubai or Jakarta. You can also exclude channels, for example competitors, so you do not pay to show your ad to their audience under their posts.
  2. Topics. Telegram assigns channels to categories like Business, Education or Beauty. Wider reach, lower precision, usually a cheaper bid.
  3. User interests. Shows the ad to people who read channels on a given topic wherever they are right now. Works when there are few suitable channels.

On top of that: country, language, device and, for some countries, city. If your market is bilingual, split campaigns by language: an English ad in Spanish-language channels will not perform.

What it costs: CPM, bids and the price of a subscriber

You pay per impression in a CPM auction, the price for 1,000 views. The minimum bid is around €1. The real bid that gets your ad shown depends on competition in the channels you picked:

NicheTypical CPMNote
Mass topics: humor, news, city channels€1–2Lots of inventory, little competition
Education, marketing, HR, small business€2–4The main range for small businesses
Finance, crypto, real estate, healthcare€5–10 and upExpensive niches crowded with advertisers

These are practitioner ranges, not platform statistics.

Then follow the chain. A €300 budget at €2 CPM buys 150,000 impressions. A good ad in well-chosen channels holds a CTR around 1%, a weak one around 0.3%. Take 0.8%: 1,200 clicks. Of the people who land on a channel, 20–40% subscribe depending on how the channel is packaged. At 30% that is 360 subscribers at €0.83 each, roughly $0.90.

Plug in your own CPM after the first days and your click-to-subscribe rate from channel stats. If a subscriber ends up costing more than you are willing to pay, fix the channel before the ad. How to package a channel so clicks do not leak is covered in the playbook on growing a Telegram channel.

Moderation: what will not pass

Telegram Ads moderation is stricter than any other ad system, and almost everyone gets their first batch rejected. The main rules:

  • No Caps Lock, no standard emoji, no pile of exclamation marks. One is fine, three is not.
  • No superlatives without proof. “Best English school in Dubai” gets rejected, “English school, 12 years in Dubai” passes.
  • No pressure on personal problems. “Tired of debt?” or “can’t lose weight?” break the rules.
  • Ad language must match the channel language.
  • The destination is reviewed too. A channel with five posts and promises of easy income fails even with a perfect ad.

Review takes from a few hours to two or three days. Submit four or five copy variants at once: at least two will pass, and you will not lose a week on back-and-forth.

Copy that works in 160 characters

The short format allows exactly one idea. The working structure: who you are + for whom + a concrete detail + what the person gets after the tap.

  • Expert channel: “Real ad reports from small businesses in Lisbon: what worked and what it cost. Two cases a week, no theory.”
  • Local service through a bot: “Sofa and carpet cleaning at home, Brooklyn and Queens. Price per sofa before the visit, booking through the bot in a minute.” What fails: generic promises (“best prices”, “experienced experts”) and copy that does not say what happens after the click.

How to measure results

The account shows views, clicks, CTR and, for channels, the number of people who joined. To know whether the campaign paid off, add two layers:

  1. UTM tags on website and bot links plus a separate promo code, so leads can be attributed by source. How to tag links is covered in the guide to UTM for social media.
  2. A before-and-after snapshot of the channel: subscribers, post views, direct messages on launch day and seven days later. Part of the effect is delayed: a person subscribes, reads for two weeks and only then writes to you.

Telegram Ads or sponsored posts: which to choose

Sponsored posts, often called seeding, means buying a post directly from channel owners. For a small business it is the main rival of Telegram Ads, and each tool has its zone.

TrustNeutral, it is clearly an adHigh: the author people read recommends you
Entry priceFrom €300–500 through a resellerFrom the price of one post, which in small niche channels starts at $20–50

A pattern many small businesses follow: sponsored posts for the start and the first 500–1,000 subscribers, Telegram Ads for scaling once the channel retains people and you know the price you are willing to pay per subscriber.

When Telegram Ads will NOT work

  • Your audience is not on Telegram. If customers message you on Instagram and WhatsApp and your Telegram is empty, the ad sends people nowhere.
  • No channel or bot that retains. A €0.30 click becomes a subscriber only if the first three posts answer “why am I here”.

Ads bring people into the channel at the moment it should be at its most interesting, so launching without two weeks of posts ready is the most expensive way to spend a budget.
